Control of non-food products

Foreign goods intended for commercialization in the market of the Republic of Moldova or for personal use in the customs territory are subject of release for free circulation. Release for free circulation (Import) entails as follows:

  1. payment of import duties due
  2. payment, if applicable, of other charges as set forth by legislation
  3. application of commercial policy measures, of prohibitions and restrictions
  4. completion of other formalities provided for the import of goods.

The Customs Service carries out the safety and compliance control of products brought into the market before these goods are released for free circulation, for the purpose of preventing the introduction into the customs territory of the Republic of Moldova of products that pose a serious risk to the public interest referred to in Article 1 (1) of the Customs Code, or that do not meet the requirements set in the relevant applicable technical regulations. If deemed required, the Customs Service shall cooperate, during the control of products entering the market, with relevant market surveillance authorities according to the areas of competence thereof.

The following competent authorities shall support the control actions:

  • State Inspectorate for the Supervision of Non-Food Products and Consumer Protection (ISSPNPC)
  • National Inspectorate for Technical Supervision
  • National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI)
  • other institutions according to the  List provided in Annex 1 to Law 162/2023.

The release for free circulation of products subject to technical regulations shall not be permitted if non-compliance is identified with the requirements towards the documents and markings attesting product safety and compliance with the requirements set forth in applicable technical regulations (manufacturer's declaration of conformity, CE marking, additional marking provided under the applicable technical regulations or certificates of compliance, inspection certificates and/or reports, test reports issued by accredited conformity assessment bodies, as well as self-declarations issued by the manufacturer or the manufacture’s authorized representative).

The Trade Information Portal of the Republic of Moldova
