Border crossing of animals and products of animal origin shall be subject to sanitary-veterinary control and requires the submission of permissive acts.
All live animals and products of animal origin listed in the list (Nomenclature of goods subject to sanitary-veterinary control) shall be subject to control by the
National Food Safety Agency (ANSA)

The import of food products into the Republic of Moldova shall be allowed only from countries and units authorized by ANSA
All the above-mentioned goods shall be subject to control at the border control posts.
Control posts are located within the following border crossing points:
- Leuşeni – Albiţa, inclusive Railway, Ungheni;
- Giurgiuleşti, inclusive Galaţi/Port/Reni, Cahul and Railway, Etulia;
- Criva – Mămăliga, inclusive Railway, Vălcineț;
- Tudora – Starokazacie;
- Chişinău, inclusive Airport, Railway and Postal Office, Chișinău;
- Pervomaisk – Cuciurgan, inclusive Railway, Cuciurgan;
- Goianii Noi – Platonovo.
Temporary posts with competencies similar to those assigned to permanent border control posts may also be established.
I. Stages of the phytosanitary control
a) Prior notification
The import of products subject to phytosanitary control shall be carried out on the basis of a prior notification, via the Trade Control and Expert System (TRACES) information system, to be made at least 24 hours prior the import operation.
Note: To a make an import notification via TRACES, the economic operators must be registered in this system. The registration in this system shall be made on the basis of the sanitary-veterinary authorization of operation issued by the territorial subdivision of the National Food Safety Agency in the area of activity where the warehouse of the economic agent is located. The registration of economic agents in the information system (TRACES) shall be carried out by ANSA, within 5 days since lodging of the application in this respect.
b) Required documents and ANSA control
The border crossing of goods subject to sanitary-veterinary control shall be allowed upon submission of the sanitary-veterinary Certificate (issued by the competent authorities of the exporting state). The import procedure shall be carried out based on the originals of the certificates issued.
The customs authority shall allow the entry into the territory of the Republic of Moldova of vehicles transporting live animals, products and by-products of animal origin subject to sanitary-veterinary control if the permission for free passage is issued by the official veterinarian of the respective border control post.
To receive the above-mentioned permission, the economic operators shall submit the following documents:
- the sanitary-veterinary certificate;
- the quality certificate, if issued by the manufacturer.
ANSA inspectors can perform, based on risk analysis, the following types of checks:
- control of the documents accompanying the respective batch of goods;
- control of the identity of the goods subject to control;
- physical control of the goods subject to control, with or without sampling for purpose of testing in an accredited laboratory.
The goods shall be allowed to be introduced if the control establishes that no non-conformities have been detected.
In the event that, following ANSA control, non-conformities have been detected, one of the following actions may be made:
- detention of the consignment of goods for the removal of non-conformities, and the drawing up of the detention act and submission of the act to the customs bodies;
- final decision on drawing up of the admission or return act, and the submission of the act to the customs bodies;
- destruction of the consignment of goods according to the procedure established under the national legislation.
The animals from import must undergo a prophylactic quarantine for a maximum period of 30 days, in isolated and specially arranged spaces, authorized by the territorial food safety subdivisions, which allow the introduction of animals in such places only after due verification of compliance with specific sanitary-veterinary requirements.
The animals and products arriving at entry points without relevant documentation shall not be released for free circulation.
II. Return of goods
The reintroduction of the domestic goods exported previously from the Republic of Moldova but refused by the third country shall be made on the basis of the accompanying documents that supported the export of such goods and the submission of a document describing the grounds for refusal.
ANSA inspectors at the border control post shall authorize the re-entry or the re-import of goods after the conduct of the documentary, identity and physical checks, shall seal and direct the consignment of goods to the importing (previously exporting) economic operator, and shall notify the ANSA subdivision at the place of destination on the admission of consignment for reimport.
