Simplified transit procedures

The Customs Service may, upon application, authorize the use any of the following simplifications relating to the placement of goods under transit procedure or to their discharge:

  • Authorization for the status of Authorized Consignor, which allows the authorization holder to place goods under the transit procedure without having to bring and present those goods to customs.
  • Authorization for the status of Authorized Consignee, which allows the authorization holder to receive the goods moving under the transit procedure at a location listed in the authorization to discharge the goods in accordance with Article 293(2).
  • Authorization Use of Seals of a Special Type, where sealing is necessary to ensure the identification of goods placed under the transit procedure.
  • Authorization Simplified customs declaration procedure for rail transport, where simplified requirements apply on data when placing the goods under the transit procedure.
  • Authorization Simplified procedures for the use of electronic transport document as customs declaration for air transport, which allows placement of goods under the transit procedure providing that such transport document contains all the data required under such declaration and that such data is available to the customs office of departure and destination to enable customs supervision of the goods and discharge of procedure.

To use the simplified transit procedures, authorization holders must have adequate electronic systems in place for exchanging information with the customs offices of departure and destination in the transit electronic system.

Furthermore, the following conditions must be met by the economic operator to be eligible for transit simplification authorizations: 

  • It is established in the customs territory.
  • It declares to regularly use the transit procedure.
  • It complies with the criteria set out in Article 39 (compliance), Article 41 (commercial and transport records management system), and Article 42 (practical standards of competence and professional qualifications) of the Customs Code.

The following supporting documents shall be attached to the application for transit simplifications:

  1. Certificate of registration of the economic operator.
  2. Criminal record of the person who is legally representing the economic operator in the relationship of the latter with the Customs Service.
  3. Criminal record of the employee of the economic operator responsible for representing the latter to the Customs Service.
  4. Authorization for the use of the global guarantee/waiver of guarantee, where the Authorization for Authorized Consignor is applied for.
  5. Authorized Economic Operator authorization for customs simplifications, as applicable.
  6. A model of the seal subject to authorization and an annex with its imprint and characteristics, where Authorization for Use of Seals of a Special Type is applied for
  7. Supporting documents confirming compliance with the requirements for practical competence standards or qualifications directly related to the activity carried out.
  8. Supporting documents confirming compliance with the requirement on high level of control of operations and flow of goods.

 IMPORTANT: Where the applicant holds the status of Authorized Economic Operator for Customs simplifications, as provided for in Article 36(3) a) of the Customs Code, the criteria provided in Articles 39, 41, and 42 of the Customs Code shall be deemed as satisfied and shall be not subject to verification!

  • Lodging the transit declaration without the need to present the goods at the customs office
  • Closing the transit procedure without the need to present the goods at the customs office
  • Reduction of customs clearance time
  • Multiple approved locations
  • Reduction in costs

 To note, the capacity provided to the economic operator to carry out all the procedures in its own premises and to exchange information with the Customs Service electronically enables the most expedite, comfortable, secure, and efficient method of operation.
